Turbo Client 25.10.13.3066

This update to Turbo Client includes fixes for the following issues:

• Manually selecting a non-TLS proxy in the Proxy Settings dialog could still force TLS on the connection when the policy site also listed TLS proxies, causing network calls to fail
• Stored proxy data could be reset on policy reload, reverting manual proxy selections and discarding cached endpoint measurements
